Dr David Parker
Dr David Parker brings four decades of property valuation, asset management and academic experience to complex valuation instructions. A former Valuer General of NSW, he advises on statutory valuation, compulsory acquisition, financial reporting and disputed property matters across major asset classes.
His work combines valuation practice with deep knowledge of the legislation, standards and evidence that shape a defensible opinion.

Valuation experience.
David has valued office, retail, industrial, hotel and residential property for balance sheet, secured lending and statutory purposes in most Australian states and territories. His practice includes valuations under the NSW Valuation of Land Act and Land Acquisition (Just Terms Compensation) Act, including indigenous cultural loss.
He has also worked in property funds management, mass appraisal and the development of automated valuation methods.
Courts & tribunals.
David is an Acting Commissioner of the NSW Land and Environment Court and a Sessional Senior Member of the ACT Civil and Administrative Tribunal specialising in valuation matters. He has provided expert evidence in VCAT, the Supreme Court of NSW and the Federal Court on rent review, valuation, funds management and property matters.
His published decisions include Adams v Valuer General [2014] and Molonglo Group (Australia) Pty Ltd & Ors v Commissioner for ACT Revenue [2025].
